Schedule "C" Class Environmental Assessment Campbellford Bridge Study Meeting - October 19, 2009
Notice is hereby given that the location of the October 19, 2009 meeting of the Trent Hills Council will be at the Campbellford District High School, 119 Ranney Street N, Campbellford at 7:00pm.
At this meeting a presentation will be made by the Consultant of the final Environmental Study Report, Property Compensation Policy and Report on Funding strategies and scenarios regarding the additional Trent River crossing.  Following the presentation delegations will be received and then Council will debate the matter and vote on the recommendation.  Anyone that would like to be a delegate should provide written notice to the Clerk prior to October 14, 2009 by mail, fax, email or in person.

Presentation to Council of the Final Draft of the Environmental Study Report & Draft Property Compensation Policy
Monday September 14, 2009 at 7:00pm

Council will receive the final draft of the Environment Study Report & Property Compensation Policy and a presentation regarding the report.  The purpose of the meeting is to ensure any questions which Councillors may have on the first reading of the draft report can be answered.  There will be no Council debate and no delegations or questions from the public at this meeting.  Note: Northumberland County Council will receive this presentation at the Wednesday September 16, 2009 County Council meeting.  For further details of that meeting visit www.northumberland.ca

Monday October 19, 2009 at 7:00pm

Council will receive the final draft of the Environment Study  & Property Compensation Policy and a presentation regarding the report.  Following the presentation delegations will be received and then Council will debate the matter and vote upon the recommendations.

If Council approves the final draft report, the recommendation will go to County Council and, if County Council also approves the final draft report, then staff will be directed to file the report for public record.  Northumberland County would receive this presentation at the Wednesday October 21, 2009 County Council meeting.  For further details of that meeting visit: www.northumberland.ca
If Council does not approve the final draft report, then they may consider one of two options - defer the Environmental Study Report and refer it back to the Project Steering Team for futher study, or abandon the study.

Background

The Bridge Street bridge over the Trent River in the community of Campbellford provides a vital east-west link for through and local vehicular traffic, and pedestrian travel. The bridge is the only high level, public road crossing of the Trent River within Campbellford, and traffic congestion occurs on a daily basis.

Northumberland County and the Municipality of Trent Hills are conducting a study to identify the transportation system improvements that are required to address existing and future roadway capacity deficiencies, improve mobility for the local community, enhance the provision of emergency services, and plan for the time when the existing bridge requires replacement.  The recommendations of the study to date are to make improvements to the Bridge Street traffic signals as an interim measure, and in the future, to construct a new high level bridge in the corridor between Alma Street on the west side of the Trent River and Second Street on the east side of the Trent River.

Public participation and consultation with regulatory agencies are essential to this study. In accordance with the requirements for Schedule C projects of the Municipal Class Environmental Assessment (the Class EA), the County and Municipality is making the following background and current study information related to this issue available for public and agency review:

Notice of Deferral of January 19, 2009 Presentation to Council

Public comments provided at and following Public Information Centre No. 3 held on November 19, 2008 have resulted in additional study work being undertaken in the areas of heritage resources and bridge/route locations in or near Ferris Provincial Park. Therefore, the originally planned presentation of the study recommendations to Council scheduled for January 19, 2009 has been deferred for approximately one month. A further notice will be provided once a new date for the presentation to Council has been set. 
Please be advised that additional funding required to complete the Environmental Assessment currently underway will be considered at the January 19th Council Meeting to be held at the Forrest Dennis Center at 10 Grand Road, Campbellford.

Public Information Centres

Three public information centres (PIC) were held as part of this study to discuss the technical findings and to seek public input with respect to proposed solutions. Notices will be published and circulated in advance of future public meetings. - the first on April 24, 2008, the second on June 26, 2008, and the third on November 19, 2008  - and in early November 2008, a Newsletter has been sent to each address in the Municipality of Trent Hills, and to the members of the public and government agencies who have participated in this study to date.

The third Public Information Centre meeting was held on Wednesday November 19, 2008 at the Campbellford District High School in Campbellford from 6:30pm to 9:30pm.

The second Public Information Centre meeting was held on Thursday June 26, 2008 at the Forrest Dennis Seniors Centre in Campbellford from 5:00pm to 8:00pm.  This meeting was held to provide an opportunity to review the evaluation of alternative alignments for a new bridge, the recommended alignment and design alternative, and related road improvements.  The comments obtained at the meeting will be incorporated into the next phase of the study.
