Urban Roads Information
The Roads and Roadside Maintenance - Urban Division is responsible for sidewalk maintenance and repairs, street lights, traffic signals, line painting, and general repairs and safety.
Streetlights
Street lighting contributes to the safety of vehicular and pedestrian movements and helps provide an overall safe environment during periods of diminished light or darkness.
If a streetlight, traffic signal or crosswalk light fixture has damage, requires replacement of a bulb or any other additional repair, please contact the Public Works Department at 705-653-1900 ext. 228 for arrangements to be made to rectify the problem as soon as possible. Information relating to the location of the light fixture (such as a pole number) is required. Your co-operation in this matter is greatly appreciated.
Street sweeping
Street sweeping is done in the urban areas on a scheduled weekly cycle. No person shall sweep, throw, drop, or deposit any paper, dirt, filth, glass, hay, grass, straw, wood ashes, law clippings, waste material, garbage, carcass of any animal, or rubbish of any kind on any of the public streets of the Municipality.
Noxious Weeds
The main purpose of the Weed Control Act, R.S.O. 1990, is to reduce the impact of noxious weeds on the industries of agriculture and horticulture. Primarily this act applies to agricultural and horticultural lands that generate income or other benefits to agriculture. This excludes lawns, gardens and private areas for personal enjoyment and leisure.
Under the Weed Control Act, R.S.O. 1990 Chapter W5 Sections 3, 13, 16 and 23, you are requested to destroy all noxious weeds on your property to be in compliance. Upon failure to comply, the Municipality may enter upon said lands and have the weeds destroyed charging cost against the land as set out in the Weed Control Act.
Curbside Maintenance
When making landscaping improvements, it is common for residents to place objects upon the grass boulevard or next to the paved portion of the roadway. In doing so this inhibits excavations or the removal of snow from the roadway or sidewalk. All such obstructions may be removed at the Municipality's discretion. All driveway curbs that abut a sidewalk or roadway should be installed so that they do not damage equipment or cause injury during snow removal operations.
Spring Clean up
Spring clean up is done in May of each year. The Municipality conducts curbside collection of brush, leaves and garden waste in the Urban Centres of Campbellford, Hastings, Norham, Trent River and Warkworth. Garden waste materials consist of garden refuse and grass. Tree and shrub clippings must be left in small bundles. Soil and sod are not collected.
Place bagged yard material at the curb prior to 7:00 a.m. for pick-up on the designated dates, as only one pick up will be made. Alternatively, leaves in compostable bags may be dropped off at the Public Works Depots in Campbellford, Hastings and Warkworth. Only biodegradable paper bags will be accepted. All others will be left at the curb. Compostable leaf bags are available from local suppliers. Please do not contaminate yard material with household or recycled materials. Residents are encouraged to clear leaves and other debris from the top of catch basins abutting their property during spring clean up to help prevent localized flooding conditions.
Fall Leaf Pick-Up
Fall leaf pick-up is conducted each year at the end of October. The Municipality manages curbside collection of brush, leaves and garden waste in the Urban Centres of Campbellford, Hastings, Norham, Trent River and Warkworth. The Municipality of Trent Hills will not pick up leaves that have been raked or piled along roadsides. Non-containerized leaves present a traffic, drainage, and safety hazard. Leaves can block culverts and catch basins, which may cause flooding. Residents are encouraged to clear leaves and other debris from the top of catch basins abutting their property.
Christmas Tree Pick-Up
Christmas trees are collected during the first half of January of each year. The Municipality conducts curbside collection of brush, leaves and garden waste in the Urban Centres of Campbellford, Hastings, Norham, Trent River and Warkworth. Residents are asked not to dispose of their trees too early, as they tend to be covered or frozen in the snow making collection difficult. All decorations, tinsel, nails, plastic bags, etc. are to be removed, as the trees are recycled. Trees must be at curbside prior to 7:00 a.m. on the designated dates, as only one pick-up will be made. Alternatively, Christmas trees may be dropped off at the Public Works Depots in Campbellford, Hastings and Warkworth.
Sidewalk Clearing
The Municipality of Trent Hills is responsible for clearing snow from sidewalks. Sidewalks follow a priority in order of primary, secondary, and residential. The time it takes to complete sidewalk plowing varies dependent on the amount of snow accumulation. The targeted time for completion of sidewalk plowing is 24 hours after the snow has stopped falling.
All items that abut sidewalks and curbs should be flush with the ground and away from the edge of the curb or sidewalk. This will reduce the chance of damage to the property, snow removal equipment and any injury to the operators. The Municipality is not responsible for damage to items in the road allowance . Sidewalk plowing presents many challenges. It is difficult to tell exactly where the edge of the sidewalk is located and when the ground is not frozen some sod damage may occur. In the event of sod damage, please contact the Administration Division. All repairs will be addressed in the spring. Signs

Some signs, such as stop signs, speed limit signs or turning restrictions require by-laws. Signs are replaced as required. Please contact the administration office if you notice a damaged sign, missing or a sign that is difficult to read.
Christmas Lights/Showcase of Lights
Each year the municipality inventories, maintains and repairs all Christmas decorations as well as the Showcase of Lights in the Campbellford, Hastings and Warkworth areas. Line Painting
Line painting is the mechanical application of line markings on roadways. The application of paint to the road surface is to indicate stop bars, turning arrows, school crossings, pedestrian walkways, accessibility parking and school bus zones. Please stay back from the applicators and their equipment to avoid any unfortunate incidents such as having your car sprayed with paint. This activity usually occurs during the evenings from June to October of each year.
Winter Control/Winter Patrol
The Municipality of Trent Hills is committed to keeping our roads safe and clear of snow and ice during the winter months with an effective winter control program. The major services of the program are snow clearing from Municipal roads and sidewalks. During the Winter Control season, November 15 to April 15 of each year, the Municipality of Trent Hills Public Works Department will patrol the winter road patrol route at least once a day for the following days: Sunday night to Thursday night between 7:00 a.m. and 7:00 p.m., and Friday to Sunday, unless good road conditions are evident. The daily patrol confirms snow and ice conditions to increase the safety of the traveling public. For consistent service throughout the Municipality of Trent Hills, road, sidewalk and parking lot/lane maintenance is priortized and addressed in accordance with he Municipality's adopted Winter control Quality Standards.
Winter Control Quality Standards
The Municipality of Trent Hills' consistent service throughout the road, sidewalk and parking lot/lane maintenance is prioritized and addressed in accordance with the Municipality's adopted Winter Control Quality Standards. The Municipality's first priority is to keep the main roads clear and the traffic moving. The main roads (or arterial roads) are primary roads that have the greatest amount of traffic and are the main corridors through each town. Secondary roads also have a high volume of traffic and are the roadways that link the primary roads with the local and residential roads in our neighborhoods. It is important to note that residential streets are only plowed after the main roadways have been cleared. During severe and continuous snowfall, it is necessary for snowplows to be deployed back to the main roadways in order to keep them clear of snow. In these situations, residential roads will take longer to complete. Under the Highway Traffic Act, R.S.O. 1990 Chapter H.8, Section 181, as amended, prohibits any person from depositing snow or ice on a roadway without permission in writing to do so from the Ministry or the road authority responsible for the maintenance of the Road. Winter Parking By-law
To assist the roads division staff effectively clear the streets during winter months, overnight on-street parking regulations by-law 1998-81 will be in effect from November 15 until April 15 of each year. The Municipality's main concern for winter road maintenance is to keep roads clear of snow for everybody's safety. In accordance with the Highway Traffic Act Section 147, Subsection 7 or 10 and 13, no person shall park or stand a vehicle on a highway in such a manner as to interfere with the movement of traffic or the clearing of snow from the highway. Motorists who breach these winter parking regulations will be towed and all costs incurred will be the responsibility of the owner of the vehicle. The winter roads crew appreciates everyone's cooperation in heeding overnight parking restrictions.
Rural Roads Information
The goal of the Road and Roadsides Maintenance - Rural Division is to provide a safe and efficient transportation network through the implementation of a preventative maintenance program that is designed to enhance the life span of the road systems. In addition, to provide an effective capital works program that is designed to provide the most benefit to the community as a whole and eliminate hazard for the traveling public.
The Road and Roadside Maintenance - Rural Division is responsible for the maintenance of 533km of gravel, surface treated, and paved roads, which includes: Winter Control, road paving, patching and pothole repairs, grading and gravel resurfacing, dust control, street sweeping, ditching and culvert repairs, sign installation and repairs, tree brushing and trimming, roadside debris and litter pickup.
Who Maintains the Roads?
Local Municipality: Collector and local roads servicing residential and commercial areas.
County of Northumberland: Major arterial roads carrying traffic between communities.
Province of Ontario: Major Expressways and inter-provincial roads.
Entrance Permits
A permit is required and must be issued by the Roads Department in order to establish an entranceway onto your property. Application forms are available online or at the Municipal Office. Link to Entrance Permit & Fees for more information.
If you live on a County Road, the Entrance Permit Application must be processed through the County of Northumberland.

Culverts and Drainage
Maintenance, ditching, and thawing of municipal culverts is the responsibility of the Roads Department. Roadside ditching and culverts is required to ensure adequate water conveyance and to reduce erosion. The Roads Division will provide assistance to homeowners in the area of private drainage concerns. If you have issues regarding culverts, please contact the Public Works Department at 705-653-1900 est. 228.

Locates and Road Cuts
Are you planning on scheduling improvements to your home? Whether it is for the installation of fences, pools, landscaping etc., be sure to make arrangements for water and sewer locates. Also make sure to check with all other utilities as well. All person(s) must obtain locates prior to digging on Municipal property. Link to Road Cut Permit & Fees for more information. The Road Cut Permit allows for water and wastewater locates and must be authorized by the Roads Manager prior to any digging.
Half Load Restrictions
By-law 2002-9 requires that during the period of March 1st - April 30th of each year, a restriction on loads be implemented. Reduced loads are necessary to protect the integrity of the Municipal road system during the winter thaw.
All violations are subject to penalty as set out in the Highway Traffic Act. R.S.O. 1990 Section 122 as amended, and fines recoverable under the Provincial Offences Act.
Roadside Trees & Brushing
Trees are important to the Municipality of Trent Hills. Please contact the administration office should you notice a tree on municipal property that requires attention. Roadside brushing is done by the Muncipality to keep our roads free and clear of any obstructions, to enhance public safety, and to improve sight lines and clear overgrowth along roadways and entrances.

Salt Management Plans
Each Municipality is required to submit a Salt Management Plan.
Hours of Work, Staff and Equipment
The Roads Division employees operate 19 plows, 2 graders, 2 loaders, 4 backhoes and 2 sidewalk tractors during snowplowing operations. During a major storm, all staff are called upon to assist with the snow clearing efforts; however, provincial regulations restrict equipment operators from working any longer than 15 hours in a 24 hour period.
Winter Maintenance - how residents can help
Park vehicles off the street during designated Winter Control maintenance between November 15 and April 15 of each year.
Do not park vehicles over sidewalks.
Place garbage containers and Blue Boxes in driveways rather than snow banks so they do not get hit or buried.
Ensure that fences, hedges, shrubs, driveway curbs or other obstructions are not placed on the Municipality's boulevard.
Under the Highway Traffic Act, property owners are not permitted to deposit snow on the traveled portion of the roadway. When clearing snow, do not push snow from driveways (including banks left from snow plows) onto or across the road, as they can create unsafe driving conditions. To minimize cleaning the end of your driveway when the plow truck comes, pile your snow on the left side of the driveway (looking at your house from the street) in the boulevard.
Help prevent street flooding and icing by clearing snow away from storm sewer catch basins. When temperatures rise and snow begins to melt, runoff water needs a clear path into storm sewers. Ice street flooding can occur when catch basins are fully or partially snow-covered resulting in slippery conditions when temperatures fall. Please do not push snow from driveways into ditches as flooding may occur during a thaw.
For everyone's safety, property owners with fire hydrants fronting or abutting their property are requested to keep the surrounding area of the hydrant free of snow and ice accumulations.

Winter Safety Tips
Be a good neighbor and lend a hand to those who are not physically able to shovel or who have difficulty driving in the snow
Keep your children safe. Please ensure that your children do not play where snow is piled at the side of the street or in cul-de-sacs and near snowplows, sanders, loaders and tractors. Snow equipment operators may not see children playing in the snow or near the equipment.
Drive according to road conditions. Allow yourself plenty of time and stopping distance when road conditions begin to deteriorate. Be wary of "black ice" (a thin layer of transparent ice that is formed when the road surface draws moisture from the air and the road temperature is or falls below 0 degree Celsius).
Drivers, please use caution in school zones and watch for the crossing guard's stop sign. Our guards are on the job in the community escorting children safely across roadways.
If you see anything that needs our attention, please let us know. This can be anything from a pothole, sidewalk settlement or a missing stop sign.
Winter Vehicle Maintenance Tips
Check tires to ensure that your vehicle is equipped to drive in the snow. Snow tires should be checked for sufficient tread and proper tire pressure
Always have your lights on and clear all snow and ice from your vehicle to increase visibility
Make sure all your fluids are topped up and keep your gas tank at least half full
Slow down and pay attention to the road and other drivers
Carry an emergency kit in your trunk. Items to include are: booster cables, flares, a candle, matches, flashlight, and survival blanket.
