The goal of the Water Operations and Maintenance Division is to provide an efficient and effective system of water mains, treatment facilities and appurtenances all in accordance with the Ontario Drinking Water Protection Regulations. This is for the production, treatment and distribution of a safe supply of potable water while striving for the adherence to Provincial regulations and maintaining consumer confidence in the Municipal water supply.

The Water Operations and Maintenance Division includes; water main breaks and service repairs, water treatment plant and reservoir maintenance, system integrity, underground locates, disconnects, sampling and water quality monitoring, water meter readings and maintenance, inspections, inquiries and complaints, emergency response, and testing of microbiological and chemical parameters.

Water Rates - 2010

Water Billing Inquiries - Any inquiries regarding billing or payments should be made to the Municipal Finance Department at 705-653-1900 ext. 223.

Water Sampling Program
The Municipal Water Division has developed a very thorough sampling program. This program includes all mandatory sampling as required under the Drinking Water Regulations Act. Water testing and monitoring for some parameters is completed on a continuous basis at the water treatment plants with on-line sampling instruments.  All other testing and monitoring is completed by operations staff on a daily or weekly basis.
Microbiological sampling is completed weekly with random samples being collected throughout the distribution system and samples collected from the water treatment plant.  Chlorine levels are monitored continuously at the water treatment plants and storage reservoirs with weekly sampling completed throughout the distribution system by Water Operations Staff.

If you require a water service connection as Water Service Connection application must be completed and sumbitted to thte office. Link to Water Service Connection Form & Fee for more information.  Issues relating to new water service connections should be addressed by the Water Operations Staff.

Water Quality
Residents with concerns or inquiries regarding water quality (i.e. discoloured water) should contact the Administration Division at 705-653-1900 ext 228.

Drinking Water Quality Management Standard (DWQMS)
Quality Management System Policy
The Public Works Water Division is committed to managing the drinking water systems of Campbellford, Hastings and Warkworth on behalf of the Municipality of Trent Hills by providing an efficient and effective system of water mains, treatment facilities and appurtenances all in accordance with the Ontario Drinking Water Protection Regulations and is committed to the continuous improvement of its Drinking Water Quality Management System for the production, treatment and distribution of a safe supply of potable water while striving for the adherence to Provincial regulations and maintaining consumer confidence in the Municipal water supply.  Consumer confidence in the drinking water quality shall be achieved through a proactive approach to meet applicable drinking water legislation, regulations and standards.  Drinking water quality is ensured by competent employees who are dedicated to providing reliable, safe drinking water to the communities of Campbellford, Hastings and Warkworth.

DWQMS History
"Ontario has established a strong regulatory framework for drinking water systems in the province.  This framework under the Safe Drinking Water Act (SDWA) and related regulations focuses on compliance-based results which are verified through the Ministry of Environments' compliance and abatement programs.
The DWQMS complements this legislative and regulatory framework by endorsing a proactive and preventive approach to assuring drinking water quality.
Incorporating the concepts of quality management to drinking water systems was recommended by The Honourable Dennis R. O'Connor in Part Two of the Walkerton Inquiry.  In his words:' The purpose of the quality management approach in the context of drinking water is to protect the public health by achieving consistent good practices in managing and operating a water system.  The hallmarks of this approach include:

  • the adoption of best practices and continual improvement;
  • "real time" process control (e.g. the continuous monitoring of turbidity, chlorine residual, and disinfection contact time) wherever feasible;
  • the effective operation of robust multiple barriers to protect public health;
  • preventive rather than strictly reactive strategies to identify and manage risks to public health; and
  • effective leadership'

This recommendation to adopt a QMS approach has been mandated by the provincial government through the SDWA.  To address this requirements in the Act, the Ministry of the Environment has developed, with water industry stakeholders, a quality management standard specific to the needs of the drinking-water systems in Ontario - the DWQMS.  The DWQMS is applicable to the owner and operating authorities for all municipal residential drinking-water systems, including treatment, transmission and/or distribution"

Leak Detection Program
A comprehensive Leak Detection Audit is conducted on a bi-annual basis for all municipal water systems. The entire system including water mains, valves, services and fire hydrants are checked for leaks. Leak detection can be conducted more often if a particular system is known to have a leak.  Signs of a system leak could include: areas near a water main where the ground is wet and soft, where water is pooling, where water is visibly leaking from the ground or from the waterline entering into a residence or business.  If you see signs of a water leak, please contact the Administration Office 705- 653-1900 ext. 228.

Hydrant Flushing
Hydrant Flushing is conducted semi-annually as part of the Water Maintenance Program. These operations are carried out typically in April and October of each year. During this time customers may experience discoloured water. If you do, it would be advisable to refrain from doing laundry or using hot water until the water clears. The Municipal Water Staff makes every effort to maintain the designated schedule. Your co-operation is appreciated.

Hot Water Tanks
Discolouration of water (rusty or red) from the hot water tap may indicate a problem with the water tank itself. Residents should contact the rental agency or contact a qualified service person to check your hot water tank.

Curb Stops
Curb stops are the water disconnect valves found at or near the municipal (street) property line. Curb stop repair or lowering is conducted by the Water Department. If you require this service, please contact the Administration Office at 705-653-1900 ext. 228.

Shut Off Valves
NO WATER IS PERMITTED DURING AN EMERGENCY (i.e. FIRE)
The following restrictions must apply yearly:
Anyone contravening these restrictions shall incur a billing surcharge of $50.00 per day.
Trent Hills by-law 2003-21, which includes Campbellford, Hastings and Warkworth. The Municipality of Trent Hills is committed to ensuring responsible Municipal water management and your co-operation is vital to make certain an adequate supply of water is available for fire protection and everyday household uses. During the summer months, we experience problems that may require water restrictions.Although the Municipality has an abundant water supply (Trent River and Mill Creek), we cannot pump and treat it as fast as our customers use it. Restrictions will be enforced under Trent Hills by-law 2003-21.

Drinking Water Week
Each year the Municipality of Trent Hills participates in celebrating "National Drinking Water Week" held in May of each year.All local schools are invited to participate in a variety of fundamental educational exercises, water conservation poster contests and tours of the water treatment plants. We call upon each citizen to help protect our source waters from pollution by practicing water conservation, and getting involved in local water issues.The citizens of our Municipality should have a safe and dependable supply of water, both now and in the future.  Please celebrate with us by doing your part in the preservation and conservation of our water resources.  If your school or group is interested in participating in "National Drinking Water Week", please contact the Administration Office at 705-653-1900 ext. 228.

Fire Hydrants
Fire hydrants must be visible and accessible for use at all times.Camouflaging or painting a fire hydrant is not permitted.  For everyone's safety during the winter months, property owners with fire hydrants fronting or abutting their property are requested to keep the surrounding area of the hydrant free of snow and ice accumulations.If a fire hydrant is covered, we would ask that you:
1.If possible uncover the top of the hydrant so that it can be easily located in the event of an emergency or,
2.Advise the Administration Office at 705-653-1900 ext. 228.  With over 300 hydrants in the Municipality of Trent Hills, your assistance in keeping them clear of snow and ice is valued.

Water Conservation Tips

  • Use low flow showerheads or flow restrictors in regular showerheads, which can reduce water flow
  • Shorten your showering time
  • Use low flow aerators on all inside faucets which can reduce water flow
  • When replacing fixtures, look for water conservation models
  • Fix leaking faucets
  • Check toilets for leaks by using food colouring in the toilet tank - after several minutes, if colour appears in the bowl without flushing, check leaks as this usually means the flapper is leaking.Flappers can be purchased at local retail stores.
  • Did you know that a tap leaking one drop per second wastes more than 25 litres of water per day? The problem is often a worn washer, which can cost as little as 10 cents to replace.
