Description of the Proposal:
The purpose of proposed Zoning By-law Amendment C11/2026 is to rezone the property at 313 County Road 38, formerly the Campbellford Arena lands. The property is currently zoned Community Facility (CF-1). The application proposes a site-specific amendment to the Municipality of Trent Hills Zoning By-law 2010-105 by creating a Community Facility Exception (CF-TH-105-107) that modifies the list of permitted uses for the property. The amendment is intended to permit the conversion of the existing arena building into a storage facility. Accordingly, the site-specific exception will identify the uses that are permitted and those that are no longer permitted under Zoning By-law 2010-105, as outlined below.
In accordance with Zoning By-law 2010-105, Section 20.20.1, the following permitted uses will be removed:

- Library
- Place of Worship
- Post Office
In accordance with Zoning By-law 2010-105, Section 20.20.1, the following permitted uses will become permissible:

- Rental
- Storage Facility
- Open Storage
2. Severance Consent Application B22/2026, Notice of Public Hearing, 166 2nd Line East (Cocchio)
Description of the Proposal:
Severance Consent Application B22/2026, proposes to create one (1) new parcel, being approximately 1.54 hectares (3.8 acres) containing an existing surplus farm dwelling and outbuildings. The current zoning of the subject lands is the Agricultural (A) Zone and Environmental Protection (EP) Zone.
The retained portion, being approximately 46.38 hectares (114.6 acres) of vacant farmland that will continue to be farmed.
Zoning By-law Amendment Application C10/2026 has been submitted in conjunction with this application.
3. Zoning By-Law Amendment Application C10/2026, Notice of Public Hearing, 166 2nd Line East (Cocchio)
Description of the Proposal:
Subsequent to Severance Consent Application B22/2026, the purpose and effect of the proposed Zoning By-law Amendment is to recognize the creation of one (1) new parcel, being approximately 1.54 hectares (3.8 acres) containing an existing surplus farm dwelling and outbuildings. The current zoning of the subject lands is the Agricultural (A) Zone and Environmental Protection (EP) Zone.
The proposed zoning for severed lot will be the Rural Residential (RR) Zone. The proposed zoning for the retained portion, being approximately 46.38 hectares (114.6 acres) of vacant farmland, will be rezoned to Agricultural Exception (A*) Zone (A TH-105-108), in which no residential building permit(s) will be issued for this parcel of land. All Environmental Protection (EP) Zoning will remain in place.
4. Severance Consent Application B16/2026, Notice of Public Hearing, 1255 11th Line West (Nicholson)
Description of the Proposal:
Severance Consent Application B16/2026 proposes to create one (1) new parcel approximately 20.23 hectares (50 acres) in size. The proposed severed parcel will contain the existing dwelling and associated outbuildings and will be created from the original property, which is approximately 46.24 hectares (114.27 acres) in area.
The retained parcel will be approximately 26 hectares (64.27 acres) and will consist of vacant agricultural land. The retained parcel is intended to remain in agricultural use, with any future residential development required to be accessory to the agricultural operation and subject to applicable planning policies and regulations.
Under the municipally initiated Official Plan Amendment No. 13, the creation of farm parcels smaller than 40 hectares (100 acres) within the Prime Agricultural designation may be permitted where it can be demonstrated that:
- Both the retained and severed parcels will continue to be used primarily for agricultural purposes; and
- The resulting smaller farm parcel will remain a viable agricultural operation.
The subject lands are zoned Agriculture (A), Environmental Protection (EP), and Environmental Sensitive (ES). The property is designated Prime Agricultural Lands and Greenlands System within the Trent Hills Official Plan.
