6. Zoning By-law Amendment Application C15/2026, Notice of Public Meeting, 11484 County Rd. 45, Percy (2455331 Ontario Inc. McCracken)

Description of Proposal:

The applicants are the owners and operators of several established automotive related businesses in the area, including McCracken Auto & Truck Centre Inc. and McCracken Towing Inc. The subject lands currently contain a single detached dwelling and accessory structures. A building permit was issued in 2026 for the construction of a 6,240 ft2 superstructure storage building, which is currently under construction. A separate building permit has also been issued for a hay storage building on the property. Both of these structures are permitted as accessory uses to current farming operation use.

Section 12.1 of Zoning By-law 2010-105 identifies the permitted uses within the Rural (RU) Zone. A Vehicle Storage Yard Facility is not currently permitted as-of-right within the RU Zone. Accordingly, the applicants are seeking a Zoning By-law Amendment to establish a site-specific Rural Exception (RU-TH-105-XX) to permit a Vehicle Storage Yard Facility as an additional use on the subject lands. The rezoning of the property to recognize the “Vehicle Storage Yard Facility” is required for the storage of vehicles, equipment, and automotive compounds in accordance with the requirements of the Towing and Storage Safety and Enforcement Act (TSSEA). The proposed Rural Exception would establish site-specific provisions tailored to the operation of the facility. The existing Environmentally Protected (EP) and Environmentally Sensitive (ES) zoned areas of the property are to remain the same.

Should the zoning by-law amendment be approved, further development of the site may be subject to Site Plan Control. Through this process, matters such as site layout, access, parking, grading, drainage, landscaping, screening, lighting, and buffering would be reviewed to ensure the use remains compatible with the surrounding rural area and maintains the general intent of Section 12 of Zoning By-law 2010-105.

7. Zoning By-law Amendment Application C17/2026, Notice of Public Meeting, 651 Crowe River Rd., Seymour (Humphries)

Description of Proposal:

The subject lands are currently utilized as a wedding venue known as “Riverstone on the Crowe,” which was established by the applicants in 2021. The applicants have advised that the venue has experienced strong demand, with weekend bookings substantially secured through the 2027 operating season, which typically extends from mid-June to the first weekend in October. In addition to weekend events, the applicants propose to offer weekday elopement packages to accommodate increased demand and diversify venue operations.

Notwithstanding the ongoing use of the property as a ceremonial event venue, the parcel is considered vacant in planning terms, as there are currently no permanent buildings or structures on the site. There are tents utilized for events are temporary and removable in nature. At present, the property is not serviced by a well or septic system, and portable washroom facilities are provided to accommodate guests during events.

The parcel is currently zoned Environmentally Sensitive (ES) and Environmentally Protected (EP) encircling the parcel with emphasis towards the watercourse identified as the Crowe River.
The purpose and effect of the proposed Zoning By-law Amendment is to legitimize the ongoing use as a wedding / ceremonial venue. Typically, wedding venues fall under the “Assembly Hall / Auditorium”. Due to the unique nature of the ongoing business at the subject property, an exception to the Environmentally Sensitive (ES-105-XX) is being proposed to include the permitted use as a “Wedding venue and associated ceremonial uses, limited to a maximum of 50 guests at any one time.”
