1. Official Plan Amendment OPA01/2026, Notice of Public Meeting, County Rd. 30 (Curle & CMH)
Take Notice that the Council for the Municipality of Trent Hills has received a complete application to consider a proposed Official Plan Amendment, under Sections 22 of the Planning Act 1990.
The Official Plan Amendment application has been submitted concurrently with Zoning By-law Amendment Application C12/2026. The purpose of the Official Plan Amendment is to redesignate the subject lands from the Prime Agricultural Designation to the Mixed Use Area Designation and to incorporate the lands into the Campbellford Urban Settlement Area.
The subject lands were historically used for agricultural purposes and were donated by the Applicant to the Campbellford Memorial Hospital to facilitate its future redevelopment and the establishment of a new Campus of Care to provide a range of medical services to the local community and the greater region. Given the limited availability of suitable lands within the existing Campbellford Urban Settlement Area, consideration was given to finding on the edge of the Campbellford Urban Settlement Area. The location also needed to be readily accessible by the region’s transportation network, either close to or along a County Road.
The Provincial Planning Statement, 2024, provides a series of criteria for planning authorities to consider the creation of New Settlement Areas and Settlement Area Boundary Expansions.
Section 5.2.3.1 – Urban Centres, Mixed Use Area of the Trent Hills Official Plan recognizes a diversity of land uses within designated portions of Urban Centres and provides for the appropriate integration of uses while ensuring that new development is compatible with surrounding uses. The proposed use of the subject lands for the expansion of Campbellford Memorial Hospital and the development of a Campus of Care is consistent with the intent of the Mixed Use Area designation, which permits a range of institutional and community-oriented uses, including long-term care facilities, residential uses, and associated hospital and accessory facilities.
The purpose of the Official Plan Amendment is therefore to establish a land use designation that appropriately accommodates the proposed expansion of Campbellford Memorial Hospital and the future development of the Campus of Care. It is confirmed that the municipal planning staff are in receipt of the preliminary studies required including the planning justification report, preliminary environmental impact study etc.
Zoning By-law Amendment Application C12/2026 has been submitted concurrently to implement the proposed use and establish appropriate zoning permissions for the subject lands.
2. Zoning By-law Amendment Application C12/2026, Notice of Public Meeting, County Rd. 30 (Curle & CMH)
Take Notice that the Council for the Municipality of Trent Hills has received a complete application to consider a proposed Zoning By-Law Amendment to amend the Municipality of Trent Hills Zoning By-law 2010-105, under Section 34 of The Planning Act, R.S.O. 1990, C. p. 13.
Pursuant to the approved Severance Consent Application B10/2026, which provided for the creation of the Campbellford Hospital site, the purpose and effect of the proposed Zoning By-law Amendment is to rezone the subject lands from the current Agriculture Exception (A*) Zone to a site-specific Community Facility Exception Zone (CF-TH-105-XX) Zone. All Environmental Protection (EP) and Environmental Sensitive (ES) Zones on the subject will remain in place.
The proposed Community Facility (CF-TH-105-XX) Zone will facilitate the future development of the Campbellford Memorial Hospital and Campus of Care on the subject lands. The purpose of the exception zone is to expand the permitted uses to include residential apartments as a permitted use, for a proposed barrier-free affordable housing development. Eating Establishments and Retail Beverage Outlets are also proposed as potential uses as part of the Campus of Care.
An Official Plan Amendment Application (OPA01/2026) has also been submitted in conjunction with the proposed Zoning By-law Amendment.
3. Severance Consent Application B23/2026, Notice of Public Meeting, 865 County Rd. 35 (McGee)
Description of the Proposal:
Severance Consent Application B23/2026 proposes a lot line adjustment / lot addition between the originating parcel known as 865 County Road 35 (Roll No. 14 35 134 010 15700 0000) and the vacant parcel located at the southeast corner along County Road 35 (Roll No. 14 35 134 010 15703 0000).
The application proposes to sever approximately 1.50 acres (0.60 hectares) from the approximate 93.99 acre (38.04 hectare) originating parcel and add it to the benefitting parcel. The benefitting parcel is currently approximately 1.20 acres (0.48 hectares) in size and contains an existing residential dwelling. Following completion of the lot addition, the benefitting parcel will have a total area of approximately 2.70 acres (1.09 hectares) and will be eligible for a building permit.
The retained portion of the originating parcel will be approximately 92.49 acres (37.43 hectares) which contains an aggregate pit and an active farming operation.
4. Zoning By-law Amendment Application C13/2026, Notice of Public Meeting, 865 County Rd. 35 (McGee)
Take Notice that the Council for the Municipality of Trent Hills has received a complete application to consider a proposed Zoning By-Law Amendment to amend the Municipality of Trent Hills Zoning By-law 2010-105, under Section 34 of The Planning Act, R.S.O. 1990, C. p. 13.
Subsequent to Severance Consent Application B23/2026, the purpose of the proposed Zoning By-law Amendment Application C13/2026 is to rezone the benefitting parcel receiving the lot addition to meet the minimum lot size standards of the Rural Residential (RR) Zone under the Municipality of Trent Hills Zoning By-law 2010-105. The proposed amendment is intended to facilitate future residential development on the benefitting parcel.
The proposed Rural Residential (RR) zoning would bring the parcel into conformity with the Municipality of Trent Hills Zoning By-law 2010-105 and recognize that the minimum 2 acre lot area requirement has been met, permitting future residential development.
The originating parcel will continue to be zoned Rural (RU), Extractive Industrial (M2), and Environmentally Sensitive (ES). All existing Environmentally Sensitive (ES) and Environmentally Protected (EP) zoning will remain in place on both the benefitting and originating parcels.
5. Severance Consent Application B24/2026, Notice of Public Meeting, 2400 County Rd. 38 (Ingram)
Description of the Proposal:
Severance Consent Application B24/2026, proposes to create one (1) new parcel, being approximately 3.03 hectares (7.50 acres) containing an existing residential dwelling and outbuildings.
The retained portion, being approximately approximately 43.16 hectares (106.65 acres), is vacant rural land that will be eligible for a building permit.
Zoning By-law Amendment Application C14/2026 has been submitted in conjunction with this application.
6. Zoning By-law Amendment C14/2026, Notice of Public Meeting, 2400 County Rd. 38 (Ingram)
Take Notice that the Council for the Municipality of Trent Hills has received a complete application to consider a proposed Zoning By-Law Amendment to amend the Municipality of Trent Hills Zoning By-law 2010-105, under Section 34 of The Planning Act, R.S.O. 1990, C. p. 13.
Subsequent to Severance Consent Application B24/2026, the purpose and effect of the proposed Zoning By-law Amendment is to recognize the creation of one (1) new parcel, comprising of approximately 3.03 hectares (7.50 acres), containing an existing residential dwelling and outbuildings. The proposed severed parcel is to be zoned Rural Residential (RR). The subject lands are currently zoned Rural (RU), Environmentally Protected (EP), and Environmentally Sensitive (ES).
The retained portion of the lands, comprising approximately 43.16 hectares (106.65 acres), is vacant rural land and is proposed to remain zoned Rural (RU). The retained lands would be eligible for the issuance of a residential building permit, subject to applicable municipal requirements. The existing Environmentally Protected (EP) and Environmentally Sensitive (ES) zoning designations will remain unchanged and continue to apply to the respective portions of the lands.

Welcome to the Gunshot Treaty Lands of 1788. It is on these lands and on the shores of the big lake, the Mississauga Anishinabeg met with the Crown to facilitate the opening of these lands for
settlement.
